Maryland Mortgage Program Income Limits, Effective June 24, 2026

Maryland publishes two income columns, and in seven jurisdictions the first one is blank. That blank is not missing data, it is the answer. Here is the whole table.

The short answer

Maryland sets income limits by jurisdiction and household size, split into targeted and non-targeted areas. The non-targeted limit runs from $137,100 in Cecil county to $199,320 in Charles, Frederick, Montgomery and Prince George's. The targeted baseline is $164,520 for one or two people and $191,940 for three or more. These figures took effect on June 24, 2026.

An em dash means the Maryland Mortgage Program publishes no figure in that column for that jurisdiction. Where the non-targeted columns are blank, the whole jurisdiction is a targeted area, so the targeted figure is the one that applies everywhere in it.

A blank column is the answer, not a gap

Seven Maryland jurisdictions show no figure at all in the non-targeted income and acquisition cost columns: Allegany, Baltimore City, Caroline, Dorchester, Garrett, Kent and Somerset. That is because the whole jurisdiction is a federally designated targeted area, so there is no non-targeted figure to publish. The practical effect is good news for a buyer there. The targeted limit of $164,520 for one or two people is higher than the non-targeted limit in most of the rest of the state, and it applies to every address in the jurisdiction rather than only to some census tracts.

Three limits, and all three have to pass

The table publishes an income limit, a maximum acquisition cost and a CDA maximum mortgage. They are different tests and they bind at different times. Cecil county, for example, has the lowest income limit in the state at $137,100 but an acquisition cost limit of $659,385, so income is what stops most Cecil files. Montgomery county allows $199,320 of income and $1,306,974 of acquisition cost, but the CDA mortgage is capped at $832,750, so the loan size is the binding test there. Check all three against your file.

The spread tracks the Washington commute

The four jurisdictions at the $199,320 ceiling are Charles, Frederick, Montgomery and Prince George's, which are the Washington-facing counties. Anne Arundel, Baltimore County, Carroll, Harford, Howard and Queen Anne's sit together at $140,759. Cecil is alone at the bottom at $137,100. If you are deciding between two counties on either side of a line, that difference is worth more than most people expect: $58,561 of allowable income between Cecil and Montgomery on the same household size.

FAQ

Common questions

What is the income limit for the Maryland Mortgage Program?

It depends on your jurisdiction, your household size, and whether the property is in a targeted area. The non-targeted limit runs from $137,100 in Cecil county to $199,320 in Charles, Frederick, Montgomery and Prince George's. The targeted baseline is $164,520 for one or two people and $191,940 for three or more. These took effect on June 24, 2026.

Why does my Maryland county show no non-targeted income limit?

Because the entire jurisdiction is a targeted area, so there is no separate non-targeted figure. That applies to Allegany, Baltimore City, Caroline, Dorchester, Garrett, Kent and Somerset. The targeted limit applies to every address in those jurisdictions.

Which Maryland jurisdiction has the highest MMP income limit?

Four share the top figure of $199,320 for a one or two person household: Charles, Frederick, Montgomery and Prince George's. Cecil county is lowest at $137,100.

What is the maximum loan amount on a Maryland Mortgage Program loan?

The CDA maximum mortgage is the lesser of the jurisdiction's maximum acquisition cost or the FHA one-family limit, and it never exceeds $832,750. In practice the published caps are $541,287, $630,200, $747,500 or $832,750 depending on the jurisdiction.

Does household size change the Maryland income limit?

Yes. Every jurisdiction publishes a figure for one or two people and a higher figure for three or more. The step up is roughly 15%, so $164,520 becomes $191,940 on the targeted baseline.
